If you decide to carry passengers for hire ( valuable consideration ) you
will need a  U.S. Coast Guard Captains license(Tonnage or Charter boat) with
a Submersible Endorsement specific to the particular submersible or class of
submersibles you are going to be using. If you are operating a U.S. flagged
vessel in the navigable waters of the U.S. or international waters you are
subject to U.S. laws and are under the jurisdiction of the USCG.
 You can obtain for a fee a publication from the U.S. government printing
office called (Navigation and Vessel Inspection Circular #5-93, Guidance and
Certification of Passenger carrying Submersibles) it will answer most of
your questions on this subject.
   You can get authorised from the CG to carry passengers in your sub but it
will not be easy, cheap or casual.
