That was refreshing to read and equally refreshing to find it voiced by
a person in gov't service.  I've heard this proposed before, but with
different
time frames.  But nothing seems to happen.

I think there is an unfair tendency to point the finger of blame toward
the enforcement agent/officer in these matters.  The officer is charged
with doing their duty and enforcing the law, so it's not the person that
is flawed, but the law/reg that is flawed.
