The weight of the jettisonable drop weight has to be the equivalent water
displacement of the largest single floodable volume outside the main
pressure hull. 

E.g - If you have external battery pods and these are larger in internal
volume than a single ballast tank, then the drop weight must equal the water
weight displaced by a single battery pod.

Since dropping a weight has a tremendous effect of the stability of the
vessel, the system has to be designed so that the stability of the
submersible in a surfaced condition is not affected by the combibined effect
of flooding a battery pod and releasing the drop weight. With this they mean
that the sub has to come up in an upright position, and with enough
freeboard as to allow you to open the hatches in a sea state 3 to escape.
After all if you are on the surface and can't open the hatch is of no use to
you.
