I sprayed it.
No paint additives.  I just used good stuff.  Dupont, Imron, two part epoxy
paint.
Base primer on the steel parts is red oxide primer.  On the stainless parts
that needed to be painted, I used Very Prime.  It's a two part self etching
primer.  The fiberglass parts were primed with epoxy urethane primer.

The entire sub got a top coat of a two part epoxy urethane primer before
it's coat of Imron epoxy paint.
I don't know if that's the best materials for the application but it sure
wasn't the cheep stuff.

The interior just has one coat of red oxide primer and one coat of
Rust-o-lium from the hardware store.  Spraying it on was difficult because
of the confined space.

The materials totaled up to about $450.  I did all the work.
