What I discovered when I went to secure some airbags to test out several prototypes was (and your mileage may vary) that wrecking yards are prohibited from selling used/undeployed units because it's against the law to install a used one in a vehicle. The compromise I finally worked out with one yard was that I would test the prototypes out in their yard so they could guarantee the units' final use ... unfortunately not quite practical for the use we're discussing here.
