Please don't give me credit for the idea, or even for volunteering to lead the group.  As I recall, Hugh's paper led to some discussion, I could not keep my big mouth closed, and the next thing you know I was asked to lead the group.  I would like to think I was asked because I work with regulations and had some energy around the topic.  But it may have been that Ray simply wanted to shut me up so we could get on with the convention.  Either way...we are off and running now!
