[PSUBS-MAILIST] Soft Ballast Chambers

I'm having a brain cramp and suspect I'm missing something somewhere.  Theoretically speaking, wouldn't it be possible to use inflatable soft ballasts akin to salvage tubes or SCUBA buoyancy compensators?
