The question isn't the total weight in terms of stability at the
surface and (depending on perturbing forces) below the water as well. The
distribution of weight, summarized as the height of the center of gravity
vs. the center of bouyancy and other forces is key.

As a long-time K-600 researcher, trust me -- the distribution at
the bottom makes the stability much easier to muster at the surface.
