Hi Roger,

Looks like a BOB (Breathing Observation Bubble).
You sit on the seat with your head in a bubble. A scuba tank is mounted 
vertically on the console in front of you. The propeller is below you in
the duct work.

As far as I can tell the company (Bellaqua Personal Submersibles) making these is out of business. See the Sources page for phone numbers.
