First, if you want to test a pressure vessel , do it with a fluid. This
prevents flying things if anything go wrong.
second, by pressurising from inside you create tensile stress in the hull.
Steel is very strong in such a load.
Pressure from outside will create bending or buckling (dont know the exact
english word) stress. The resistance will depend on the material stiffness,
wall thikness and frame constuction.
Pull a vacuum and you test it to 9.8 metres depht.
