in Wisconsin you need a license , a person can have 
2"lines in the water I haven't seen any thing about 
torpedoes
they seem to strongly dislike "fishing with explodes" the 
DNR (department of natural resources)dosent have a sense 
of humor! they don’t care if you shoot carp as long it is 
not from a railroad tussle ;)

I think it would be hard to inforce if you are under 
water.

I can just think of hooking in to a sturgeon ... what a 
ride ...G:
