Submarine races were fairly common back in the fifties in Manitowoc, WI where my mother grew up, not that she will admit it.  The spot they used to "watch the submarine races" was Red Arrow Park on Lake Michigan.  Oddly enough, they actually used to build the old Gato class submarines there.  It was the only place they built 'em that was considered pretty much invulnerable to attack from either Japan or Germany... being located on a narrow winding river 1000 miles from the nearest ocean.
