Just a quick note from Germany : 

We just research/look for keep out all the hydraulic-cylinder..
and drive the units with electric DC servo motors only. 
(4 main valves and all three rudders 
with all drives inside the sub..) 

- Save much space in the machinery compartment 
(keep out the 50 Liter and about 90 Kilogramm
hydraulic pump.)  
- make installation easier - just cables
- save a lot battery power
- make the sub more save - because the central 
  hydraulic pump is delete and the E-servos
  a seperate from each others. 
- no problems with leaking oil 
- maybe not so expensive
- control by computer can be make simpler
  because no Electro-hydraulic-valves. 

Note the modern german Naval submarines comes without hydraulics
- all electric because more quiet and simpler and energy efficents..
