	Being fixed to a solid bottom can make using a manipulator a little
easier as you don't have to fight the action-reaction principle. Managing your
intertia is easier if you are not de-coupled from the same solid surface the
object you might be trying to push or twist is on. For most manipulators this
does not matter, as they are picking up or twisting with such small forces you
might not notice a reactive moment, so setting down isn't really needed.
	And anyway, it's damned dangerous. Never, ever underestimate the
stickiness of mud underwater. It's one of the most curious and hazardous lessons
in fluidized particulates I can think of.
