I ran this calculation under the assumption that the hull and ballast tank pipes
had a standard wall thickness of 0.375", based on nominal OD.  (Pure geometry
was 30" circle cut from 19.625" circle, with intersection at the smaller circle
inside wall quad points).

Based on a 12 foot length, I get a volume of 3676.557 cubic inches, per side.
 This assumes that the cylindrical sections are parallel, and have perfectly
square ends 144 inches apart.  Obviously, if you use rounded endcaps you will
need to account for that volume as well.  If such an endcap transitions into
a rounded endcap on the hull, the math gets difficult without CAD.  Nevertheless,
you need to consider the loss of useable volume if you have vent cutouts at
the bottom of the ballast wings.
