Ray,
I used your concepts with R1=15" and R2=10" and looked
carefully at which things were doubled and halved and
came up with these results:
Fresh=1087lbm displaced
Salt =1117 lbm displaced

As a quick check the maximum possible displacement in
sea water would be if the tank was one long cylinder. 
This would give 1676 lbm displaced.  So numbers are
looking better.  Perhaps earlier estimates included
weights of tanks and safety factors?

By the way I'm new to the list and have been enjoying
the many discussions.  Better get back to work -
couldn't resist the chance to run some numbers. What
FUN!
