I think the blue lights that you see on luxury automobiles are HID (High
Intensity Discharge).  HID has the advantage of a higher intensity than
halogen but consumes less power.  Some ideas (and plans) can be borrowed
from canister lights used by divers.  Here is a link to a book on

I'm guessing they could be made to withstand 300fsw without breaking the
piggy bank.  I have no experience in building these but I have been
looking into the idea of building a canister light for diving.
