I agree with Jon. I had no trouble at all with my signing up to the list. Perhaps the Captain is having problems with his ISP. He could also check to make sure his mail service doesn't block lists such as this. There could be a thousand reasons why it doesn't work, but I don't think one of them is the PSUBS site itself.
