I believe it would. No matter how much oxygen there is, if the level of co2 rises above a certain amount, you'll experience co2 poisoning. I've never experienced it, but from I know, you get a headache and black out (I'm not sure if you wake up again). So, yes, without some way to get rid of the co2, you are most likely in deep trouble.
