That is exactly how I proceeded to work on the tank I mentioned 
previously. A hole was slowly drilled into the tank that allowed 
for water to be introduced. Then,and only then, was a larger hole 
made with an acetylene torch. The water was drained and the 
interior allowed to dry somewhat. We dragged the thing into a 
gravel pit and proceeded to lit a fire inside with a long "wick" 
type arrangement and some kerosene. For a while it looked like a 
jet afterburner at full mil. power.That was years ago and I will 
not do it again. Propane tanks are good for one thing-holding 
propane.
