Testing with water is much more efficient. You first fill the chamber
totally with water and than add a bit more water with a high pressure pump.
With air you have to compress and compress and compress always pumping in
under some pressure. The volume of air you would need to charge the chamber
would be great compared to the few gallons of water to load to the same
pressure.
