For an Ambiant ambient design only (ie you not trusting yor life to the pvc.)  PVC does work well underwater and has a good streangth to weight ratio, but it is brittle compaired to other materials. I would suggest the use of HDPE (high density poly ethaline)  It is almost industructable.  I don't have any practical experiance with ABS.
