     The problem is that the government would never allow it (at least
here in the US.)   They may not think you're trying to build a nuke, but
fissionables are considered a serious environmental hazard.   (Remember,
they don't trust people with firecrackers in many states...they'll never
let you drive about a nuclear sub unless you have the credentials of God
himself, ie. defense contractor or such.)
