I have nothing but respect for Phil.  In fact,  I wish he was my boss.  So 
with all due respect, I still think he's wrong about the copyright issue and 
I'm glad (all flames aside) that Jon is also of that opinion.  While Phil may 
make a compelling emotional argument due to his personal connections, the 
question is what rights did Busby sign over to the Navy?  I don't believe the 
U.S. Government would accept limited rights (such as First U.S. Publication 
Rights) on any work they commission, so I'd bet it is public domain.

Jon is correct in seeking permission through the Navy since they can answer 
the question of ownership.  Just because Busby wrote the book doesn't mean he 
owns the rights to it.  You go, Jon.
