I think it is extremely dangerous to operate a sub with propane as mean of
ballasting, a spark and you surface beyond our world.
Besides refills pose a safety problem.
However propane should be used as fuel for propulsion only.
I built subs with gas or diesel engine with which you can have the 200
miles range with a 25 ft sub and there is no problem for fuel storage, 
Fuel cells may be the future in personnal sub propulsion, and lets open the
discussion.
as of ballasting, I would rely only on air, not even on CO2 like some subs.
A leak, a contamination, a gaz built up is possible, and remember murphy' s
law if it is possible it' ll happen.
A sub is a life support system, the less "what if?" the better
