An acronym similar to ROV or AUV. HPV stands for "Human Powered Vehicle":
like the pedal-powered wetsub Wade Carson built and races.

Well, I firmly believe the more positive public exposure personal
submersibles receive, the better it is for all of us; so yeah, that sounds
like a good idea to me.
