Because I started this Busby controversy, I suppose I am obligated to finish
it. I will contact the Navy myself, and ask for a ruling/clarification. I
will run down Busby's heirs as well, if necessary. That will take time, but
I will get back to the group when I have an answer. Because I am in the
government myself, I can probably get an answer more easily that some other
folks.
For myself, I have considerable confidence that this document is public
domain. After 25 years in the Research and Development game, 15 years with
the private sector and 10 with the federal government, I think I know the
rules pretty well.
As someone else noted, there are no references to copyrights or registration
or trademarks or prohibitions to reproduction in this document. That is
because it is not copyrighted material. There is no publisher listed because
government documents of this type are not technically "published", they are
"printed" by the Government Printing Office and "distributed" by the U.S.
Government...not published. Don't ask me why. I bought my copy in a US
Government bookstore in Tampa in 1977.
All that being said, people like Phil and Frank are like gods in my
subjective universe, so I will leave no stone unturned to assure that
everything is done by the book. The archives will show that I am
particularly sensitive to issues of copyright, and will breech no violation.
I will get back to the site when I have an answer from the Navy.
