For what it's worth, I have my copy of Busby right here. There's
none of the usual copyright information in it. The title page
looks like this:

All the references in The Book are cited correctly.
That having been said, were I to be serious about putting it
on a website or digitizing it to a CD, I'd write a formal letter
to the Office of the Oceanographer of the Navy to make sure I
wasn't doing the equivalent of leaving a paint chip in the
torpedo tube drain hole, or of having the locking nut on the aft
hatch loosen at the wrong time.
Besides, there's a chance the Navy may want to offer the web
space for it.
As has been said by practically everyone, it's also a matter of
simple respect. If nothing else occurs as a result of asking,
and the Navy doesn't care what's done to the book, a question
will remind them of Mr. Busby and of his work.
If this continues, I'll read about it in the morning. Every good
sailor needs to spend time in bed (it builds stamina).
