Yes, wings are how DF1, Wet Flight 1 and Deep Flight Aviator work, maybe
others too.
I've also been considering using turbofans for propulsion/"flying"/hovering,
although a combination wings/ballast system (ballast for hovering, wings for
"flying") would also be good, but if I have ballast on the sub then I would
make absolutely sure that the dropweights work!
The advantage of using Turbofans is that if you have 6 fans and one gets
fried, you just kill one fan and use the other four, or just kill all six and
float back to the surface where the pit crew can fix the broken fan.
As for the power consumption problem....I tend to overpower everything I
design, and I can probably figure out something.
