Good to hear from you !
You have asked some important questions and I'd like to give my personal
opinion.
To me, a submersible is like an aircraft and gives the same results if a few
basics are not followed. Like an aircraft, for many parts of a PSUB there
are critical design parameters, maintenance, 'life of part' things to
consider and corrosion status to investigate. As they say, "A chain is only
as strong as it's weakest link" and this in my opinion is certainly a good
analogy, true of a PSUB.
Only after careful examination of all these potential expense areas could
the  question you ask of whether or not it would be more expensive to build
or renovate.
An extreme example would be if you wanted to work the Hunley up to service
again or buy a brand new 'US SUBMARINES' submarine.
Carsten is a good example of someone who looked and looked for a used sub
and ended up deciding to design and build his own.
