Why not use a windshiled wiper pump?  Or a protable bilge pump?
I've seen the portable bilge pumps in catalogs for under $30, and 
some of them run on D-cells.

No, I didn't keep those catalogs.  Didn't the Shoreham catalog
arrive recently?
