Do you think it would be possible to find a much smaller pump-jet?  

Our current AUV has a single 1/8 HP motor for propulsion (total mass
for the sub is about 60lbs) for a low speed of 0.5 m/s. 

Next generation robot sub doesn't need to be very fast either (maybe 1
or 2 m/s), and since our current config calls for two propulsion module
working on 2 or more 7Ah/12V, 17 HP would be excessive.

I like the idea of the pump-jet like in the jet boats, since it would
be  easier to place and there is no propeller to put a shroud on
(required by the competition rules).
