Another system you could use for a short-term high-speed run would be a 
magnesium tube packed with "Solidox" set up so that it runs a steam turbine.
Magnesium is very hot when it burns (hot enough to burn right through steel), 
and with the solidox it could burn underwater-saving a bit of time trying to 
figure out how to get the flame aimed at the boiler and not burn up the rest 
of the sub (which it would).

On the other hand you could always try making an underwater ramjet with a 
flare and an ignitor in each, which might get fast enough to break the 
underwater sound barrier.
