For me its a copy of the German test tank model Projekt "K"
(25,3 x 2,7 , 100 t ) from 1942 - no wonder about this,
the design-team in spain was a "captured" German group.
But you are right The "K" was designed after Pearl Harbour.
The germans ask the Japanese for information about this subs
but get nothing - so they use pictures from the international
press...

on page page 9 - picture 11 is a picture shows hundreds
of them in a big Japanese drydock.
None saw action in WWII - time out error for Japan ..
