It's my understanding that there was a time when Selective Availability was 
turned off to improve accuracy.

It was during the Gulf War.

They didn't want the bombs to go astray or our troops to get lost. I think 
they assumed the Iraqi didn't have Magellan GPIs.

There some rumors that since the Soviets have a similar system the AS may be 
turned off. Until then, in my area the old 100KHz loran has better 
demonstrated accuracy, at least in my boat.

I know the GPS should be more accurate.
