Which is better?

I have an old book called "From My Old Boat Shop" (Weston Farmer,
International
Marine) in which low RPM/high torque is said to be a lot more efficient.

What's the RPM of the trolling motors that seem to be favored in little
subs?

Yes, this gets into screw design.
