Back in the late 50s, somewhere near my home town, a couple of farm
boys built a submarine.   It was made of an old water tank; they dove
in the farm pond (about 10 feet) and the had two compartments.

But the useful feature in this context is that they had a two axles and
wheels, and to get the thing in the water they'd just push it.

The difference between their world and ours is that they submerged
in the pond, and never went anywhere else.

So it works well, when it's set up properly for the environment.
